Not sure it's about a planet scout reporting that a new inhabitable planet found is unconquerable and a fleet of army goto it.
In the planet a day is of 365 earth day and it is inhabited by owl like 4 feet tall aliens living in cities and villages with its own train sysytem.
When the army goes they realise no one reacts to them and they thing it's some psychological play. Everyone in the planet is walking and doing things slower than a snail and finally they realise that their sense of time is different - what is one hour for us is one second for them. And they realise gradually the futility of trying to communicate to them anything as the concept of time is so different for them and hence the army bored (more than anything else) leaves corroborating the classification :)
